As you know I like to fan casting, and here is the options that I think will be the main supervillain from The Dark Knight Rises:
Talia Ducard / Talia Al Ghul
Most probably the main supervillain of the film, was the first love of Bruce Wayne while training at the League of Shadows
Most likely to return to Gotham City plans to continue his father as revenge after Bruce Wayne's betrayal
Dr. Hugo Strange
most likely hired as the new chief of psychiatry at Arkham Asylum after Jonathan Crane became a supervillain, obsessed to capture Batman for analysis along with other pascientes to use all the tricks that process, even manipulating the commissioner James Gordon to do
John Cena as Bane
Perhaps the second most dangerous super-villain after the Joker Batman, was responsible for breaking his spine and left in a wheelchair, said one option could be included as a member of League of Shadows
In my opinion the correct way would be to make a mixture, as Ra's Al Ghul and Henri Ducard, in this case the mix could be Ubu, right hand Ra's Al Ghul, mixed it with Bane to make it more realistic
Black Mask
The most likely new head of the Gotham mafia, unlike his predecessors will much more sadistic to kill Batman and maintain their empire
Tom Hardy as Deadshot
Most probably hired by the GCPD to kill Batman, because after becoming a fugitive would be the most likely to exterminate
Cillian Murphy as Dr. Jonathan Crane / Scarecrow
In my opinion possibly as a cameo, as in TDK, but in the absence of the Joker may be extended
